Oman, Yemen and UAE have different finance resources, health care in Oman is predominantly provided and financed by the government; in UAE, health care is provided by the combination of government and health insurance; different part of health system in Yemen is financed by different international donors and remain deficient. In Oman, primary health care is free of charge for nearly everyone; while in UAE free health care cover all citizens, health insurance cover all non-nationals; in Yemen, people need to pay over half of their health care expenditure. Both Oman and Yemen are facing the challenge of increasing private sector in health system.
