Primary health care (PHC) in these three countries are all considered as the first contact for the provision of comprehensive health services to the community and provide basic medical care, maternal and child health care, vaccination and nutrition and education. The delivery of primary health care are different in these three countries. It is delivered through health centres, extended health centres and local hospitals in Oman, PHC is delivered in multiple ways in UAE, including Health care centres, hospital outpatient, emergency room facilities, Maternal and child health clinics, school health and dental clinics. In Yemen, PHC is separated into two levels. First Line Health Service and PHC centres. Oman and UAE use referral system, however, there is a difference between these two countries. In Oman, health care centre is the only way to access to health care system and then patients can be referred to second or tertiary care, while in UAE, people there can directly self-refer to secondary or tertiary level of care. There is no proper referral system in Yemen. In Yemen and Oman, health care delivery include three level of care, they are primary, secondary and tertiary health care, while in UAE, there are only primary and secondary level of health care, specialised care can be found in primary and secondary care. PHC services for Oman and UAE are both provided by governments, the PHC in Yemen is being supported by secondary and tertiary health care facilities.
